US House passes historic war powers resolution to curb Trump’s military action in Iran

WASHINGTON — In a significant legislative rebuke to the White House, the US House of Representatives has passed a war powers resolution aimed at restricting President Donald Trump’s authority to wage unapproved military operations against Iran.

The resolution was approved late Wednesday in a close 215-208 vote. Amid mounting economic strains and public fatigue over the conflict—which erupted following a sudden joint US-Israeli airstrike on February 28—four Republicans crossed party lines to join Democrats in supporting the measure. This mark the fourth attempt by lawmakers to rein in the administration’s military oversight and represents the first successful passage of such a curb in the House.

Curbing Executive Action
The newly passed joint resolution mandates that President Trump secure explicit congressional authorization before launching new military operations or maintaining existing US forces in active conflict with Iran.

While critics label the measure as primarily symbolic with uncertain legal enforcement, its political impact is heavy. The White House swiftly condemned the vote, dismissing it as an “unconstitutional attempt” to undermine the executive branch’s commander-in-chief powers.

Despite the administration’s dismissals, the vote intensifies domestic pressure on the White House. The war has triggered a sharp surge in domestic fuel prices and sparked widespread anti-war protests across the United States. While the House has now acted, a similar resolution introduced in the Republican-controlled Senate last May still awaits a full floor vote. Because Wednesday’s measure was structured as a joint resolution, should it clear the Senate, it would not require the President’s signature to take effect, though it would likely face intense legal challenges in federal courts.

Bipartisan Defections
The razor-thin majority was secured through a rare display of cross-party alignment. Republican Representatives Thomas Massie, Brian Fitzpatrick, Tom Barrett, and Warren Davidson bucked leadership to vote in favor of the limits. They were joined by moderate Democrat Jared Golden, who had previously opposed similar anti-war measures but reversed his stance for Wednesday’s vote.

“Only Congress holds the constitutional right to declare war, and we must defend that authority,” said Representative Tom Barrett (R-MI) following the vote. When questioned if he feared political retribution from the Trump administration, Barrett added: “I voted according to my conscience on what I believe is right, and I am fully prepared to accept whatever consequences follow.”

A Costly Conflict
Representative Gregory Meeks, the top Democrat on the House Foreign Affairs Committee, hailed the vote as a powerful bipartisan denunciation of what he termed an “illegal and costly war.” Meeks argued that the administration has failed to achieve its stated strategic goals in the region. Instead, he noted, the conflict has driven up domestic energy costs and severely complicated future diplomatic paths regarding Iran’s nuclear program.

The legislative showdown comes months after US and Israeli forces executed a joint strike on Iranian targets on February 28. The operation triggered heavy Iranian retaliatory strikes against Israel and US-allied nations in the Persian Gulf, culminating in the effective closure of the Strait of Hormuz—a vital maritime chokepoint for global oil transit.
