Mamdani’s MTA board hunt: A high-stakes race against the clock to unstick New York’s transit future

Mayor Zohran Mamdani is staring down a June 4 deadline to fill two long-standing vacancies on the MTA board, a move seen as the linchpin for his ambitious agenda to fix the country’s slowest bus system. With the city’s average bus speed hovering at a frustrating 8.3 mph, the Mayor is under pressure to find advocates who can punch above their weight on the 23-member panel. While Governor Kathy Hochul maintains primary control over the authority, Mamdani’s four allotted seats provide a critical “bully pulpit” to steer fare policies and multi-billion dollar budgets. His picks must be vetted by the Governor and confirmed by the State Senate before the legislative session in Albany wraps up, leaving City Hall with less than a month to finalize its strategy.

The new appointees will join mayoral holdovers David Jones and Dan Garodnick at a time when the city-state relationship is uncharacteristically collaborative, at least compared to the warring Cuomo-de Blasio years. However, this peace is being tested by Mamdani’s more radical transit dreams, specifically his push for fare-free buses—a proposal that has already hit a wall with both the Governor and MTA leadership. While the administration has already tapped a “bus czar” to lead the charge internally, these board appointments represent the public-facing muscle needed to challenge the status quo and ensure the city’s priorities—like expanded bus and bike lanes—aren’t sidelined by regional interests.

With the spots left vacant by departing officials Meera Joshi and Midori Valdivia, the clock is ticking on whether Mamdani will opt for administrative loyalists or outspoken firebrands. Transit advocates emphasize that simply occupying a seat isn’t enough; the Mayor needs vocal allies who can argue forcefully for a system that is reliable, affordable, and accountable to the millions who depend on it daily. As City Hall keeps its cards close to its chest, the looming deadline serves as a reminder that in the world of New York infrastructure, timing—and having the right voices in the room—is everything.
