Hezbollah has once again rejected a proposed framework for resolving tensions between Lebanon and Israel, with its leader Naim Qassem insisting that the Iran-backed group will not surrender to outside pressure.
In a televised address on Friday, August 28, Qassem said Hezbollah opposed the proposed framework and wanted it abandoned.
The latest dispute follows renewed fighting between Hezbollah and Israel. The conflict intensified after a Hezbollah attack on Israel on March 2, prompting extensive Israeli airstrikes and ground operations in Lebanon. Lebanese authorities say more than 4,300 people have been killed in the violence so far.
What the proposed agreement would involve
The framework emerged following direct negotiations facilitated by the United States toward the end of June.
Among its key provisions were the disarmament of Hezbollah, a phased withdrawal of Israeli forces from southern Lebanon and the deployment of Lebanese troops in designated areas, initially through a proposed “pilot zone.”
Qassem strongly criticized the arrangement, describing it as unlawful, humiliating and damaging to Lebanon’s sovereignty.
Hezbollah also rejects the proposed pilot zone and any mechanism designed to monitor or verify implementation of the agreement.
Earlier this month, a Lebanese source said negotiators meeting in Rome had reached an understanding on a shortlist of countries that could potentially oversee the pilot-zone arrangement. Under the proposal, Lebanon’s army would be responsible for removing Hezbollah infrastructure from the designated areas.
Further talks remain uncertain
Another round of negotiations was expected in early September, although no specific date has yet been announced.
While violence has eased somewhat following diplomatic developments involving Washington and Tehran and the subsequent Lebanon-Israel framework, Israeli strikes and artillery fire have continued in parts of southern Lebanon.
Israeli forces are also maintaining positions inside Lebanon within an area extending roughly 10 kilometers from the border, which Israel describes as a security zone.
Lebanon’s state-run National News Agency reported multiple Israeli airstrikes in southern areas on Friday, particularly around Nabatieh. The attacks have reportedly intensified in recent days.
Hezbollah vows to resist pressure
Qassem said Hezbollah remains committed to the ceasefire reached in November 2024, which was intended to end the previous round of fighting.
At the same time, he made clear that the group would not accept what it considers an imposed settlement.
“We will keep our heads held high and will never surrender,” Qassem said, reaffirming Hezbollah’s determination to resist external pressure.
